The Victorian licence pathway in plain terms
Victoria runs a Graduated Licensing System (GLS): you start as a learner, then move to a red P1, then a green P2, and finally a full licence. If you pass your practical drive test under the age of 21, you spend 12 months on P1 and another 3 years on P2 before going full. If you pass at 21 or older, you skip P1 and go straight onto P2 for 3 years. The pathway and timing are set by the Department of Transport and Planning Victoria, not by the driving school — every learner runs the same route.
Royal's job inside that system is small but specific: get you ready, in the fewest lessons, for the part of the system that is assessed — the practical drive test. Everything we teach in an automatic lesson is mapped to the VicRoads scoring criteria.
The "A" condition — what an automatic licence actually means
Sitting the VicRoads practical test in an automatic places an "A" condition on your licence. You may only drive automatic-transmission vehicles for the duration of your probationary period — the four years on red Ps and green Ps combined (or three years if you passed at 21+). The condition lifts automatically when your full licence issues at the end of probation, or sooner if you sit and pass a second practical test in a manual vehicle.
For roughly 90% of Melbourne learners that condition is a non-issue — they will only ever drive automatic cars, and the "A" restriction is invisible. If you know now that you will need to drive a manual van, ute, or older car, see our manual lessons page instead.
The 120-hour logbook for under-21 learners
If you are under 21, you must record 120 hours of supervised driving in your VicRoads learner logbook (or the free myLearners app) before you can sit the practical test, and at least 20 of those 120 hours must be at night — between sunset and sunrise. You also have to hold your learner permit for a minimum of 12 months before testing.
Royal lessons count more than home practice in the logbook: every hour with an accredited driving instructor counts as three hours of supervised driving, capped at a total bonus of 10 hours (i.e. 10 instructor hours = 30 logbook hours). The rest of your hours come from a parent, family member, or another fully-licensed supervisor.
We help in two practical ways. First, we sign your logbook accurately after every lesson. Second, we will tell you honestly when your home practice and our lessons together have you test-ready — usually somewhere between hour 80 and hour 110, well inside the 120-hour minimum.
The Hazard Perception Test (HPT)
Before VicRoads will let you book the practical test, you must pass the Hazard Perception Test — a computer-based test that plays short video clips of driving scenarios and asks you to click when you would respond to a developing hazard. It runs entirely on your reaction timing, not on theory recall. You can sit it online (HPTO) from home, or in-person at a VicRoads Customer Service Centre.
The first attempt is bundled into the Motorist Package fee; subsequent attempts cost a small fee (around $20, indexed annually). The HPT is the rule most learners forget — they book the practical, get refused at the counter, and lose a week. We remind every Pass Plan learner to clear the HPT by lesson 6 at the latest.
Costs you should know about
VicRoads charges a practical drive test fee — currently around $73.30 total, indexed each July. If you fail and rebook, the drive test fee is re-charged but the appointment fee is waived. The Pass Plan's Pass First Go Guaranteed refunds that VicRoads test fee in full if you do not pass first attempt and you met the conditions (Mock Test signed off, Royal car on test day).

How long it usually takes
Most Melbourne learners who come to Royal at the start of their learner year pass first attempt somewhere between 8 and 12 lessons in. Faster than that and you are probably skimping on home practice; slower and you are likely on the wrong route or with the wrong instructor pace. The Mock Test is built specifically to tell you objectively, on the same rubric VicRoads uses, whether you are ready — no guessing.
